On May 22, the 2021 (fourth) Yellow River Stone Forest Mountain Marathon 100-kilometer Cross-Country Race and Rural Revitalization Health Run was held in the Yellow River Stone Forest Scenic Area, Jingtai County, Baiyin City. During the 100-kilometer cross-country race, it encountered strong wind, precipitation, The high-impact weather caused by the cooling resulted in the death of 21 contestants and 8 injuries.
As of June 4, the remains of 21 victims have been properly placed, 7 of the 8 injured were discharged before May 25, and one seriously injured continued to receive treatment at Baiyin City First People’s Hospital.
Gansu officially established a joint investigation team composed of multiple departments, and invited experts from the China Meteorological Administration, the State Sports General Administration and Gansu Province in meteorology, event organization, sports medicine, and plan management to participate. The joint investigation team has conducted more than 10 batches of on-site surveys and technical evidence collection, interviewed more than 360 relevant personnel, recorded 90 key conversations, and consulted more than 800 various documents.

There are several indirect reasons for the incident as follows: First, the organization and management of the event are not standardized. For this major event, Baiyin City and Jingtai County did not make special research and decision-making, did not carefully arrange the deployment, and hurriedly issued the work plan. As a result, relevant departments and units were insufficiently prepared and failed to take effective safety measures for the event. The event execution unit and operating unit did not formulate a special security plan and emergency response plan, and the professional strength and professional capabilities of the specific operation organization of the event were seriously insufficient.
The second is that safety supervision measures are not implemented. The sports event management departments of Baiyin City and Jingtai County did not earnestly implement the responsibility of industry safety supervision, and did not strictly implement the supervision measures during and after the incident. Relevant functional departments at the city and county levels failed to implement effective supervision of the security plans and security measures adopted by the event execution and operation unit in accordance with the requirements of large-scale mass activities.
Third, the rescue force is not ready. In the work plan and related plans of the competition, the relevant units did not make emergency rescue force deployment, and the emergency rescue personnel, materials and equipment were insufficiently prepared. In the case of incomplete wireless communication signal coverage in the event area, they did not set up a walkie-talkie intermediate signal station at check-in point No. 3, resulting in poor rescue command communication in the early stage of the incident and affecting rescue efficiency. The medical and security forces in the area from check-in point No. 2 to check-in point No. 4 are obviously insufficient.
The investigation found that Gansu Shengjing Sports Culture Development Co., Ltd. was directly responsible for the occurrence of the incident. The person in charge of the company Zhang Xiaoyan and other 5 persons have formally approved the arrest, and the judicial organs shall pursue their criminal responsibility in accordance with the law.
